Constitution (Revision)

As part of a recent review of EWH Neighbourcare's governance arrangements, the committee has found that the exisiting constitution needs revision. The text below will be proposed at the AGM in April 2019.

The purpose of East Woodhay and Highclere (EWH) Neighbourcare is to help people living in the North West Hampshire Benefice when there is no other help available. It is part of the Good Neighbours Network operating in Hampshire. The help provided by EWH Neighbourcare may include:

  • driving to and from appointments
  • other services that promote the well-being of clients as agreed by the Committee.


EWH Neighbourcare will be managed by a Committee which will have members with roles as follows:

  • Chair
  • Safeguarder
  • Secretary
  • Treasurer
  • 3 Coordinators
  • Drivers’ Representative
  • Member

One member of the Committee may be appointed Deputy Chair if agreed by the Committee.

One member of the Committee will be appointed Trustee.

One Member of the Committee will be responsible for Data Protection.

The Committee will appoint a Digital Supporter who may or may not be a member of the Committee.

Five of the nine members of the Committee must be present to form a quorum at a Committee Meeting.

Members may resign by written notice at any time.

Additional members may be co-opted with the agreement of the Committee. Committee appointments should be for as long as the volunteer feels appropriate, subject to re-election at the Annual general meeting (AGM), and no more than three years, except by agreement of the Committee. Changes of appointment will be made at the time of the AGM. There will be at least 3 Committee meetings per year and an AGM generally in April.

Members of the Committee, Companions and Drivers, who must hold a current Disclosure & Barring Service certificate, may vote at an AGM or an Extraordinary General meeting (EGM).


All services are provided free of charge. Voluntary Donations are suggested to clients to cover the expenses of the volunteers.

In the event of the organisation being wound up, any surplus assets will be disposed of as agreed by the Committee.


The organisation will help anyone in need regardless of their age, sex, sexual orientation, religion or ethnicity.

Data Protection

EWH Neighbourcare will comply with the requirements of the General Data Protection Regulation (EU) 2016/679.

Amendments to the Constitution

Amendments to the Constitution may be made by a vote at an AGM or an EGM attended by at least 6 members of the Committee. 26 June 2018
